News /guide/1/ 2024-10-13

Chongqing, where two rivers converge, is a city built along the mountains and beside the water, and it is the largest city in China in terms of jurisdictional area and population size. Through relentless exploration and practice, a city governance picture that connects history, the present, and the future is slowly unfolding on the land of Ba and Yu. What should be transformed in the renovation of old residential areas, and how should it be done? How to improve the level of refined community governance and precise service? How to strengthen digital empowerment and promote the modernization of urban governance? Recently, the reporter came to Chongqing and went deep into the community streets to find out.

The Democratic Village Community in Xiejiawan Street, Jiulongpo District, Chongqing, was once a well-known "old, dilapidated, and small" community. Now, through "retention, renovation, demolition, and addition" micro-renovations and clever use, it has not only retained historical memories and characteristic styles but also solved residents' concerns about old and dilapidated houses, traffic congestion, inconvenient parking, and lack of supporting facilities. The roads are spacious and bright, and the squares are trendy and unique. The renovated community, with its "high appearance level," has attracted many tourists to come and check in.

The renovation of old residential areas is related to people's livelihood and economic development. Walking through the streets and alleys of Chongqing, the reporter saw more and more old residential areas achieving "reverse growth" and seamlessly integrating into modern cities.

The courtyard is tidy, the shade of the trees is thick, and three or five neighbors sit around the table. This leisurely daily life is a scene that the reporter saw in Nanhu Community, Huayuan Road Street, Nan'an District. In the past, the facilities here were old and outdated, public spaces were lacking, and residents' sense of belonging was not strong. Now, the community has not only changed its old appearance but also built public activity spaces such as Sanyi Academy and Neighborhood Home by linking various resources and using idle plots, providing residents with a good place for leisure. Xia Hu, a community resident in his 70s, told the reporter that he loves stamp collecting and photography. The community environment is beautiful, and it pays attention to carrying out cultural activities, making life very "comfortable."

To improve the level of refined community governance and precise service, it is necessary to gather the strength of multiple parties. In recent years, Chongqing has continuously improved the social work system and mechanism, strengthened the leadership of party building in grassroots governance, promoted the construction of volunteer service systems, strengthened grid management and information support, and fully utilized modern information technologies such as cloud computing, big data, and artificial intelligence to accurately handle livelihood affairs.

In the public rental housing community of Meili Sunshine Home in Shapingba District, the reporter saw volunteers providing consultation and other services at the "Red Rock Cabin" of the new era civilization practice station. Li Yahong, the secretary of the Party Committee of Meili Sunshine Home Community, introduced that the "Red Rock Cabin" closely revolves around the three major functional positions of "party building fortress, co-governance platform, and service position," and regularly organizes volunteers to take turns on duty, providing policy consultation, opinion collection and handling services, and promoting governance to be methodical, orderly, and effective.

In recent years, Chongqing has also vigorously promoted the construction of "workers' harbors," providing temporary rest places for outdoor workers such as sanitation workers, taxi drivers, and couriers, equipping them with air conditioners, microwave ovens, refrigerators, water dispensers, and other facilities, and integrating the construction and management of "workers' harbors" into the urban governance system. There are more than 40 such "resting places," "refueling stations," and "warm-hearted nests" built in Yuzhong District. Chen Hao, the secretary of the Party Committee of Meijian New Village Community in Yuzhong District, introduced that the "workers' harbor" located in the Longhu Times Paradise business district can cover thousands of outdoor workers around.

Luohuang Town Beiting Community in Jiangjin District has successfully created the first social security card "one-card" application full-ecological community in Chongqing, establishing a "human resources and social security + civil affairs + bank + community + medical insurance" collaborative linkage mechanism, achieving multi-party linkage and multi-dimensional collaborative governance. With just one social security card, you can complete various services such as water, electricity, and gas payments, dining in community canteens, book borrowing, and children's vaccination, and the "one-card" has become the "happiness pass" for community residents.

Urban governance at the grassroots level in megacities is difficult due to large scale, large population, and complex situations, which tests overall coordination and digital governance capabilities. To solve the governance problems of megacities, Chongqing has promoted the reform of the "large comprehensive integration" urban comprehensive governance system and mechanism, centered on the overall deployment of digital Chongqing construction, and built a three-level digital urban operation and governance center, building a global "one-screen control," policy order "one-key smart reach," execution "consistent to the end," supervision "completely visible" digital collaborative work scene, promoting urban governance to be smarter, more efficient, and more accurate.

"The three-level digital urban operation and governance center is the biggest feature and highlight of the construction of digital Chongqing, and it is the intelligent center for promoting the modernization of governance in megacities." Hu Junguo, a member of the Party Group and deputy director of the Chongqing Municipal Bureau of Big Data Application Development and Management, introduced.Cuntan Sub-district in Jiangbei District is one of the first pilot towns and streets in Chongqing for the construction of grassroots intelligent governance system. In June this year, through AI intelligent precise capture and thermal imaging alarm, the camera pushed the fire situation of Anle Mountain Forest Farm to the grassroots intelligent governance platform in the first time, successfully preventing a fire. Relying on the grassroots intelligent governance platform, Cuntan Sub-district has achieved "one network unified management" of emergencies and "one key dispatch" of emergency events. At the same time, it also focuses on residents' needs, regularly discloses information on matters and collects residents' opinions and suggestions, and focuses on solving residents' worries, annoyances, and concerns.

Chinese-style modernization prioritizes people's livelihood. At present, Chongqing is continuously accelerating the digital transformation of cities, actively exploring new ways of modern governance in metropolises, presenting a warm "report card" with more livelihood projects and benefits for the people, and embroidering a new picture of "meticulous governance of a big city".
